We'll Waste All Our Own Money, Thank You
The head of Roskosmos, the Russian space agency, announced that NASA has dismissed out of hand
an offer of Russian cooperation with the new round of operations on the Moon, even as he also announced a new NASA-Roskosmos contract for continued operations of the International Space Station.
Possibly this decision has been mischaracterized by the story, absent a NASA statement, but certainly the reader is prompted to ask why the proposed cooperation was not thoroughly explored. Russian technology is most famous for being cost-effective, which the current Project Orion
could certainly use.
Surely this is unrelated to the missile defense issue; that kind of tit-for-tat would be stupid, frankly. Any continued work on launch systems can only benefit space travel. I don't make this allegation but I do wish the people spending our money would make some attempt to manage it better.
